When was salvation founded, Old Testament or New Testament? Who founded it?

Salvation via the Gospel of Peace was founded “before Time began” but is first prophesied in Genesis 3:21 as Elohim, Himself, would shed innocent blood to clothe human kind in a gifted, imputed, robe of righteousness while simultaneously rejecting the works of man’s hands (fig leaves) to cover sin and shame.
